Dr Zoie S.Y. Wilkins-Wong is an academic, innovator, and consultant working at the interface of AI and Digital Health, focusing on ecosystem-aware digital health to improve health outcomes at scale. She believes the smart utilization of AI and digital technologies will lead to the betterment of human health. She brings a uniquely broad multidisciplinary background, enabling her to lead projects that bridge socio-technical gaps across AI technologies, health systems, and real-world practice, engaging partners from across academia, healthcare, industry, and intergovernmental organizations. Her research focuses on strengthening digital health system capability through AI-agnostic approaches, particularly the smart deployment of large language models (LLMs), to create new value in the broader health context.

Her work has established a new paradigm for population health-centred algorithms, frameworks, and interventions in digital health policy and practice, and has informed international organisations including the World Health Organization, United Nations agencies, and the European Union. She led a UNICEF-funded project on Technical Experts in Digital Health Interventions and conceived and contributed to the World Health Organization Integrated Communicable Diseases Dashboard. She co-authored the Elsevier Academic Press book Digital Health Maturity: Quality, Interoperability, and Innovation, drawing on experience from digital health assessments worldwide (ISBN: 9780323952606).

She is an Associate Editor for npj Digital Medicine and compiled a collection on NLP in Clinical Medicine as a Guest Editor for the journal. She served as a global member of the International Medical Informatics Association (IMIA) Technology Assessment and Quality Development Working Group and as a Roster of Experts member for the World Health Organization Digital Health Technical Advisory Group (2019–2022).

Her academic career spans over 15 years, with appointments at St. Luke’s International University, the University of Tokyo (Japan), the University of New South Wales (Australia), and institutions in Hong Kong. Her long-term vision is to accelerate cross-sector transformation toward equitable, technology-enabled healthy societies.
